*👉About the Reduced Stipend Given to the Probationers Who are now full-fledged Station Masters👇*
*(1) It was the VII Pay Commission that recommended upgradation of ASMs to Station Masters from GP 2800 to GP 4200*
*(2) The Commission in its report in Para 11.40.55 said: 'The Commission notes that 7 percent of the entire cadre is presently in GP 2800, 53 percent in GP 4200 and 40 percent in GP 4600. Keeping in mind the identical educational qualifications required for the posts of ASM and SM, with practically no difference in the functions performed by them, and the historical importance of the post, it is recommended that the ASMs in GP 2800 should first be upgraded to GP 4200 and then fitted in the revised pay matrix*
*(3) As we all know, upto VI PC, our bottom grade was GP 2800*
*(4) We also know that VII PC recommendations got implemented from 01-01-2016*
*(5) There are so many departments under Government of India*
*(6) How do all they get the permissions to implement the Government decisions in their departments?*
*(7) It is after the Government decisions have been published in the Central Gazatte*
*(8) Following this, DoPT will issue umbrella orders advising all departments*
*(9) In the Railways also, they started issuing orders after orders under various and numerous RBE Numbers*
*(10) One such order was under RBE No.93/2016 dated 02.08.16*
*(11) In that order they clearly said in the beginning that 'Reference is invited to Railway Services (Revised Pay) Rules-2016 modified vide GSR No.746 (E) dated 28-07-2016 and forwarded with Railway Board Endorsement under PC-VII/2016/RSRP/I that the post of Assistant Station Masters in existing GP of 2800 stands revised to GP 4200*
*(12) With this order of the Railway Board, our minimum starting grade became 4200 GP in Pay Level-2*
*(13) Then why should the Station Masters who were recruited after 2016 be given the minimum stipend of 29200 instead of the eligible 35400?*
*(14) The reason is something most of us were not aware of*
*(15) AISMA has been pursuing this matter*
*(16) This pursuit became vigorous after the CBGM at Delhi in the last November*
*(17) Our new Team began to visit RB Officers in the Traffic Transportation, Establishment, Pay Commission and Welfare Departments*
*They met officers like Dy Director E (P&A) Salim Mohammad Ahamad, ED PC-II S Balachandra Iyer, MK Meena Dy Director Estt (N), NP Singh Joint Director Esst (P&A) and host of others*
*(18) It was clarified by these officers (custodians of the welfare of the railway employees), our salary fixation and disbursement are as per the orders of the pay commission cell in the Railway Board*
*(19) But our recruitment procedures and stipend are in accordance with the provisions of the IREM in which this upgradation was not incorporated*
*(20) These poor officers seem to be under the thinking that necessary corrections to IREM could be taken up only when some Station Masters go upto them!*
*(21) It is common sense that these great gentlemen should have issued the necessary corrections to IREM soon after the publication of the gazatte notication*
*(22) This is the set up of some of our Government Offices*
*(23) On 28-12-2018 and 31-1-2019 P Sunil Kumar with R Duraisamy Dy SS NZM and Manoj Gupta the Liason Secretary visited Shri S Balachandra Iyer and he promised to issue necessary correction slips to IREM where our starting grade is still mentioned as GP 2800 with probationers stipend at 29200*
*(24) I must also add that in the new notifications they have given the upgraded GP and Starting Pay for the new recruitments*
*(25) Still some pottakannan Station Masters believe that their Parcel Khalasi will get them 35400*
*(26) P Sunil Kumar is in touch with Railway Board (this section). Indian Railway Establishment Manual Correction needs some time because it is a rule book of statutory nature that is to be revised!*
